I believe that is the old Maria's Taco Xpress location in Austin, TX. The woman on top is Maria (seen here: http://www.tacoxpress.com/tacoxpress/albums/album1/slides/011%20Maria.html).
Vandals broke the arms off the figure, and now she sits atop the new location with bloody bandages where her arms used to be.

Really? Wow, calling it a prostitute was probably a bit harsh then huh? Maria, if you're reading this, sorry, you seem like a nice enough lady in the photo.

They should find the vandals that broke your arms off and beat them with them.
